Was Dr Teeth patterned after him? Or was he supposed to be someone else?

In that last sentence, I originally typed it not he, which I could not leave despite the fact that Dr Teeth is a puppet and technically and it... Personality seems to indicate a level of life in my mind. Given that, there are people out there that are definitely not alive.
