What sort of neck/chest adornment should one wear when very exposed to in a particular dress?

Mostly like this. The straps are a bit wider and the skirt if different. If the photo place is done with my film I will upload a pic of it on me. White strap sandals w/ 1.5" heel. No bracelets, rarely wear them really. Hair up, probably in a twist with my gold/silver nautilus shell slide barrette.

If the dress is the sapphire blue in the Macy's link, I think this piece of jewelry isn't strong enough in color to stand up to it. It would work better with the pink version, but still seems a little on the delicate side for such a solid dress and a solid woman. :-)
I think something that falls a little lower on the neck would work better for you. Perhaps just under the collarbones, sitting at the top of the sternum? A double strand of pearls would go very nicely with the white sandals; OTOH, a thicker gold or yellow necklace would associate itself with your hair clip.

Henna (on your chest at least) would make your skin a focus, which I can imagine sexualizing you. Again: nice, but maybe not not right for the event.
I would recommend something collar-length for the necklace (same place a collared shirt sits when buttoned up like a boy). I do recommend some necklace to bring attention up to your face.
You can wear just about any earring that coordinates the necklace like that: long, short, hoops, stud. It's all good.
You could wear jingly bracelets, or a bangle style. But if you're not used to it, it could make you crazy at this kind of activity. :)
I bet white-focused retro jewelry would be really cool, but most of that would be bound with silver colored metal. Macy's house brands don't use nickel, though. Mother-of-pearl would look good too.
Of course, I'm always an advocate for pearls. They've been in fashion for about 3,000 years. :)

I had thought white as well. Also thought about pearls but I don't think I have a white strand. I know I have a green one but it so wouldn't go with the teal.
I have a choker that is collar length. Gold and kind of rosy shell inlay. That might work...
