You are right. Sometimes it does indicate a change in rules. However I do not take it upon myself to force others to communicate with me about their rule changes. I act on what I know. That is all anyone can functionally do. I am just not in the mood energy-wise today to poke at those buttons. Even is I were I have yet to decide that it would be a good idea.
